What is FP6?
The Sixth Framework Programme for research (FP6) is the European Union’s
main instrument to promote and support research and development in Europe
from 2002 until 2006 (
europa.eu.int/comm/research/fp6/index_en.html). With a budget of
€17,500 million – an increase of 17% on the Fifth Framework Programme – FP6
represents the EU’s third largest operational budget, after the Common
Agricultural Policy and the Structural Funds.
Compared to previous EU Framework Programmes, FP6 marks a radical shift in
approach, ambition and scope. While the aim of the programme is still to
upgrade European scientific knowledge, promote innovation and create
sustainable growth by supporting transnational R&D projects, the new FP
will fund bigger, more enduring strategic research actions, with an
emphasis on achieving greater co-operation and coherence.
The Sixth Framework Programme is a key mechanism for implementing the
European Research Area (SMEs can play an important role, as they are prized
partners in the Integrated Projects and Networks of Excellence, two new
instruments through which FP6 is implemented.
SMEs are encouraged to get involved in all areas of FP6, particularly the
research activities carried out in the priority thematic areas – 15% of the
budget for these seven areas goes towards SME participation. Another €430
million has been allocated to the Specific Research Actions for SMEs – Co-operative
Research (CRAFT) and
Collective Research.
